only if u have stored the numbers on the phones hard drive, like some phones come with a memory drive.
if u can down load music onto ur phone and u had the numbers where u stored your songs then u can.
plug ur phone into the comp using a usb cable, (if u dont have 1 dont even bother)
then google 'undelete'
download the software and search your phones hard drive and you can restore it...

No, not really. You best bet is to go online and look at your detailed bill for a call log and see if you can find the numbers there, provided you've called them at some time or another. Otherwise, you're out of luck. The police and techies have methods of getting deleted stuff out but unless you're really good at soldering and have access to the proper tools and software, you can't do it!
