San Rafael is a lovely town. It's unquestionably the heart of Marin County (besides being the county seat), which is a great place to be in general.
I don't swim in the water there, for two reasons. One is that it is on the ocean, and the water is quite cold. The other is that the beaches are somewhat famous for their shark attacks!
The best time of year to be in the area will be September or October. It's often foggy in the summer time, but this clears up as autumn approaches, and the weather here in Northern California is at its best...Clear blue sky and warm sun!
Near by is Mount Tamalpais (referred to by locals as Mount Tam), and the Marin Headlands. Both offer amazing views, as well as excellent hiking and mountain biking trails.
Living there is very nice, but it can be pretty expensive. San Francisco (just across the bay), has a very high cost of living, and Marin County is considered the "expensive" suburb of San Francisco. Commuting to most of the Bay Area from San Rafael is fairly easy...The biggest problem is the traffic congestion on the highways, but we all have to live with that, unfortunately. If you can arrange to use mass transit, you'll be much better off.

It's the reasonably nice place at the west end of the Richmond bridge on the west (dur) side of the northern section of the San Francisco bay. It has good ferry connections to SF via Larkspur, just to the south, and is within easy reach of San Quentin if you or one of your loved ones ever murders anyone. Just kidding.
It's just a reasonably afluent (expensive even for this area) bedroom community. Hills to the north, south and (the big ones) west, low and flat in the middle. Quite a pleasant center, from the very few times I have been there. The only housing I'd avoid would be along the sides of 101. Actually if you have a longer term outlook you should avoid the low land, that's likely to suffer liquifaction in the quake we are always waiting for and never thinking about.
If you go there and like pubs try the Marin Brewing Company just off Sir Francis Drake blvd, opposite the Larkspur ferry landing. I believe it's built on top of the quary where the first Dirty Harry film ended.
Not much, but you asked what I know and not what I can look up.
Almost forgot, Marin County also has a high, and unexplained, incidence of breast cancer, though SFGate (the San Francisco Chronicle) thinks it's being wealthy and educated that kills you.

Before their move to San Francisco, I worked at LucasArts that is located in San Rafael. It is true what the others have said, it's a beautiful part of the Bay Area. Marin, and Sonoma counties tend to be less urban than the rest of the Bay Area. They're a lot of parks nearby, the coast not more than a half hour drive in most cases.
As it is living in the north bay though, transportation must be done by car. Public transit suffers, and is not up to the rest of the area thanks to a lot of NIMBYs. Thankfully, after the Richmond bridge, if you have to commute to the City, the traffic isn't that horrible.
But it's a wonderful area. Reasonably priced, for the area.
