So if the ozone has a hole in it and it's only growing bigger and bigger each year, and the CO2 levels in the atmosphere are increasing at a large rate. Why and who should be doing something about them?

The ozone hole is shrinking...As far as CO2 goes, limit your use of energy. Turn of your computer, TV, iPod, video games and throw away your cell phone. Walk, don't ride.

The 'ozone hole' has been shrinking for some time now, indicating that it is an old _cyclic_ phenomenon which was recently discovered.
No one should be 'doing' anything about it. Humans do not have the power to alter Earth's climate, short of global thermonuclear war, and I'm not sure about _that_.

EVERYONE should be doing something, but it has become soo much part of our daily routine to drive and not walk and other things that release harmful gases that its just soo hard to give up

All the people in the world who have a say like famous people should start it off and we should continue it.

Everyone should be responsible for trying to slow the cycle. It won't happen though. People are too spoiled to their air conditioning and central heat and their hair sprays and their gas guzzling cars. All of these thing contribute to the ozone problem and you will never see everybody working to get rid of the problem because so many people believe they deserve to have all their creature comforts, and to heck with the environment.

We can all take steps to increase the amount of things we recycle such as plastic bottles, cans, grocery bags and newspapers. We can keep our vehicles in good working order, plan our errands to maximize fuel efficiency. We can switch to Compact Fluorescent Bulbs which pretty much pay for themselves within about a year and reduce our carbon footprint. Those things are a start.
