cartoon on TV in UK... what was it????

Ok it's been buggin me for years, there used to be this cartoon on, it featured alot of little people on an island, an evil looking woman skinny with dark hair and her sidekick was a dumb fat man with a bird that nested on his head. I also remember a big steam ship!! Any ideas???? Was on about 10years ago

The name of the show was called "Smoggies!"

The little people were called the Suntots

The big dumb guy was named Polluto

The woman's name was Emma.
