Without knowing your set up, and where it's located, it's going to be a little hard to answer, but I'll try. If you're connected to the Internet, you might need a line filter. If you have external speakers, you might be picking up an outside signal, especially if the speakers are low cost. What is around your computer?. Electrical, or wireless items close by could be causing interference. Check all connections. Wish I could be more help.

What you've got is some sort of ad-ware. It's basically a program that is running on your computer, maybe a minimized instance of Internet Explorer or such. If you go to the task manager, you might see the program there.
If you get some good anti-virus or security software that eliminates spy-ware or ad-ware, that might help.

Look at the processes under your task manager and check for any that seem suspicious.
When you find one that look suspicious do a google search on it to confirm its authenticity.
Other than that try out AVG virus protection.
And any other good spyware remover software

Try going to run. Type in "msconfig"/ startup. If it is their, uncheck it. Try finding it there. Or try to delete it using spyware removal software. Or a virus scan.

hit contrl + alt + delete and it will bring up the task manager. Under the application tab, see if you can see what is running then click it and hit "end task."

Get avg free and Spybot search and destroy. They are the best programs out there and they are free.
