Both.

Hip Hop=Culture from which Rap springs

Hip Hop Music is Rap Music regardless if it is "underground" or "commercial", "gangsta" or "conscious", or lyrically-flaccid or lyrically-potent.

Also, R. Kelly and Ciara are considered R & B by most folks even though they have a lot in common with the other 2 tracks production-wise. Of course, Snoop and Luda are guesting on the tracks as rappers.

Oh by Ciara feat. Luda is definitely hip hop, or more r&b really. R. Kelly, r&b and the others probably hip hop.

Crap is what it is nah its both but R. Kelly and Ciara are r&b, rap nowadays is awful only good song on there is Oh and its only good for the club the beat is hot check out 80's & 90's rap and earlier 2000 its lyrical its about life and people can relate to it rap now is all about bling bling, money, rims & cars and b***hes and hos its materialistic and its annoying im not gonna lie there is some good songs that come out that are catchy but its nothing compared to the old rap that I still listen to and always will.Check out real hip hop or rap below.

Those aer all hip hop songs. Snoop by himself can make rap, but since it is more mainstream, it has to be hip hop.

They're (new-school) rap. Hip-Hop was rap and R&B-dance music that came out back in the day (Pre-1996).
