I have story and concept for 20 minute 2D animation short film, but I do not have any experience. How much it will cost, and can I find a partner from animation industry?

a 20 minuet short film requires a script, concept art, a story board, layouts, background painting, and character animation.
You can try looking for studios in your area to see if they will take on the project, but it would be pretty expensive to get it produced. You might be able to find students willing to help you with it, but it would be a student quality film, and as an animation student I know we don't have a tonn of free time, so it would take quite some time before you'd have anything done.
Sometimes the government will give out grants to creat short films, you can try and find something along thoes lines.
Also going to independant film festivals you might luck into meeting people who work on independant projects.
Sorry I can't really be anymore specific then that, hopefully it will give you a jumping off point to research.
