768 is referring to kilobits
1.544 is megabits
1.544 mb is about twice as fast as 768kb, so I would pay the 5 bucks.
These numbers are most likely referring to the download speed. You should also find out what the upload speed is.
Most computers, even older ones will benefit from the faster speed. The internet connection is almost always the bottleneck. Most older computers have a 10mb network card, so the card is capable of about 6 times the speed of even the faster 1.544mb option. Newer PCs will have a 100 or 1000mb card.
Even if you are just surfing the web and using email, the extra speed is worth it. Web sites are getting so large with graphics and video that slow connections will waste a lot more than $5 of your time.

.768 is for older computer and 1.544 is for newer computers and it just depends on how much it is with the extra 5 bucks and u have the instilling fees too.

If those are the download speeds that are offered to you, then yes, its worth the extra $5/month. Your speed is doubled with that.
That wont affect your upload speeds though, so if you are looking to upload large files, you're still going to see the same speeds.

it depends what ya want to use the internet for.... if you are just checking emails and downloading occasionally then go for the first one... The faster one is only really viable if you really want to use huge amounts of internet downloading huge files....
