This tool is a start:
http://www.maxmind.com/app/locate_ip
It'll show you the Country, State, and possibly City, as well as their ISP.
You can also do a reverse DNS lookup on their IP ("nslookup x.x.x.x" from a DOS prompt in Windows) to see if any information shows up. State and City info might be present in the hostname.
If you're looking for exact address information...well, the ISPs maintain that info in their logs. In other words, you can't...but why would you want to, anyways? If it's a legal matter, the police can access that sort of information.

You can narrow it down to the state, and within maybe 100 miles, as close as 50, but usually no closer than that from IP address alone.
To get any closer, you'll need a court order to unseal ISP's user logs and user info.

Short of a court order to the ISP, you're only going to be able to get spotty and general info.
Here's what I like to use. It's FAIRLY accurate and it's NOT down to the street level.

Nope; You can find out where the email server lives, or the Pipe you connect to them lives, but not them; They might be connecting by Telnet to some other place entirely, and its all a Case of Where's Waldo...

You have 2 chances, none and none! At best, if they have a local ISP, you can trace it to the town they live in.
