I found out my phamacy is going to be sending me my controled narcotics throught the mail withouth my signature. Is this legal and what do I do if someone steals it form my mailbox? Any legal advise is appreciated.

Would not be your issue, other than to report any stolen drugs.
However, it would be best to install a locked and secure mailbox to show you have done your part. If in an place where the mailbox is not under your control, write the management a letter to request one. That way you have proof you requested a secure mailbox (a phone call is useless). It helps spread the blame to them.
If you are concerned about receiving them more than the legal issue, might want to get a box at a secure site, like Mailboxes,Etc. or the Post Office.
