The majority of schools don't have a lot of females that want to play baseball as opposed to softball. However in the unlikely event that a girl does try out for a public US high school baseball team they cannot discriminate based simply on gender. However if the girl just can't cut it skills wise then there's not much you can do. There have been a few stories of girls playing high school ball but very rare.

I don’t know the rules in your state but if the have hygiene rule then that may prevent them from playing on the boy’s baseball team. I do know that in wrestling and football most states have hygiene rules in place. This pretty much states that every member of the team is clean and washes. The way this is enforced is by having teams shower the reason they have this rule is because of the close body contact of the sport. Wouldn’t you hate to get head lice or some other problem because a member of the other team was just dirty? Now the reason girls are not allowed on the boys team is because of the showering thing, otherwise there is should be no rule prohibiting them from playing on the team, but remember it goes both ways. Also if they have a comparable sport then they can’t play which mean if they have a girls softball team then they may not be allowed to play baseball.

According to Title IX, if the school offers a girl's softball team, or something equivalent to baseball, then no.
