He probably won't answer this directly. The problem with answering this directly is that there are several proposed plans in congress every year that do varying degrees of work. If he backs one, he alienates some of the sponsors of the other plans.
On this issue he will have to seek consensus with members of congress and negotiate down to one plan. If he doesn't he will have as much effect as George Bush's social security plan.
Although it looks more like there is a continual debate going that will never produce anything. And that might be the goal of some members in congress.

There is no Global Warming. At least not the kind Al Gore and the rest of those idiots want you to believe there is. We have had very little real warming in the last 500 years. What we do have is caused by the sun...and I don't recommend you try to put it out....

Obama may be a Senator, but he is involved with many other things including serving on the Environment and Public Works Committee. He believes America must commit to a new energy policy focused on improving technology, looking at alternate fuels and making greater efforts in conservation, efficiency and waste reduction.

Well if he follows in the steps of global warming advocate Al Gore, he will light his house up like a Christmas tree year around, fly his jumbo jet day and night, and run his car 24 hours a day even when not in use.
