Babies cry when they need to express something. Even if nothing is wrong, sometimes they just want attention. They will not stop crying until they are done expressing themselves...and stopping crying doesn't necessarily mean he's feeling better!
Hold him. Babies need lots of attention, they get scared easily and worried when you are not around. Try holding him. Just because he is still crying doesn't mean it's not helping.
A tip when changing clothes: pull the cloth over his head VERY VERY fast. Babies get scared when clothes are coming over their heads because they're afraid to stop breathing.

Talk to your doctor about changing his formula. And try to keep him wrapped tightly (like they do in the hospital) when you put him down for the night. Also try some soothing quiet music in the background. And watch your lighting, maybe the lights are just too bright or even too dim during the day. Make sure you are eating well and getting a chance to take a walk and rest your ears every day! Get some help from family and friends too. He will out grow this, but don't try to go through this alone! Hang in there!! Good luck & best wishes.

Does he ever throw up a lot? Especially after he's just eaten? He may have reflux even if he doesn't throw up a lot. Some lady on Yahoo Answers gave an answer to a reflux in infants ? about something called silent reflux. She said that it can bother them even when they get their diaper changed because it puts pressure on the stomach which in turn puts pressure on the sphincter which allows the acid to get into the esophagus. He also may just unfortunately be a collicky baby, and there's not to much you can really do about that.

It's probably colic. These worked for my baby:
1. Swaddle the baby like in the hospital
2. Turn on white noise such as clothes dryer, dishwasher or vacuum
3. Put him in a side-to-side swing
4. Burp him thoroughly after every ounce even if it takes a long time to get the burp out
5. Hold him upright for a while after each feeding
6. Bounce him lightly while holding him
7. Rub his tummy under his ribcage
8. Put him in the bathroom while you take a shower
9. Sing to him
10. Dance with him

He probably has collic. My son had it, and it is horrible to deal with, but unfortunately, there nothing you can do about it.
Collic is when a child just cries, and cries for no apparent reason. The only thing that seemed to soothe my son was turning the vacuum cleaner on, and going for a ride. While the sweeper was on, he would be quiet. If we were riding in a car, he would be quiet, but as soon as we got home, or as soon as I turned the sweeper off, he was crying again.
Good Luck! He will eventually grow out of it. Here's a link with more information.
