The judges were three:
Rhadamanthys, Minos and Aiakos...
Of course Plouton (that's the true name of the king of the dead Although he is known as Hades-->which is the place where souls go,according to the greek mythology) also had the right to judge the souls.
When the souls when down to his world, . Also Zeus had the same right to punish those who did not obey him....and he did in some situations....

The judge of the dead was the persons soul! If the person was a great leader kind and loved a lot they would go to Vallhala but if the person was perverted rude and an outlaw so to speak then they would go the the Underworls or Land of the Dead.SO Hades had nothing to do with it he just made sure that they where tortured for all eternity.

The judges of the dead–Minos, Aeacus, and Rhadamanthus–assigned to each soul its appropriate abode.

The virtuous and the heroic were rewarded in the Elysian fields; wrongdoers were sent to Tartarus; and most wandered as dull shadows among fields of asphodel.

Aeacus was buried in Aegina, but after his death he was appointed to be one of the JUDGES OF THE DEAD (or to be the keeper of the keys of the Underworld —Apd.3.12.6, Aristophanes, The Frogs 465) along with the former king of Crete, Minos 2, and with Rhadamanthys, both sons of Zeus and Europa [see also Underworld].

RHADAMANTHYS, MINOS & AIAKOS were the three judges of the dead, underworld daimones (spirits). The three were originally mortal men, sons of the god Zeus, who were granted their position after death as reward for the first establishment of just law on earth.
