We let my sister take our vehicle to Wisconsin because her and her husband were stranded here. That was back in January they said they would return within 2 weeks, it is now months later and they do not answer our calls. They get in touch with other family and give them different dates that they are returning our vehicle what are our options?

well if you do not care to get them into trouble, you can report it stolen, and notify both states

1. The nice guy/girl approach: Go to Wisconsin and take it back without warning.

2. The slightly meaner and more expensive approach: Hire a repo person in Wisconsin to go get your vehicle.

3. The meanest approach: Report the vehicle to Wisconsin police as stolen, based on your sister's failure to return it as arranged. This could also protect you from liability if they cause a wreck in your vehicle and injure someone. This could get expensive too, since the police may impound the vehicle.

Report the vehicle stolen. Cold, cruel and might put a hitch in your family Christmas, but failure to return borrowed property within the specified time frame is indeed theft.
Additionally, remember they are driving around on YOUR name - YOUR insurance and if they do something stupid that results in damages or injuries to others YOUR butt is gonna be on the line.

Report it STOLEN!!! You gave them the vehicle for a specified amount of time and they did not return it, it's stolen.

Call a towing company and get it towed and then have the towing people send them the bill. Or call the police.

Wait it out; and let them know if it's not returned by ..... date, you'll be reporting it stolen.
