If you city/town is on a grid street system. The 4700 block of all North/South streets intersect the same East/West street.
One street may have homes with acre lots while the other has apartments or row houses. If you just numbered them 1-whatever. They would no longer have a relationship to the other streets.
It makes navigating a city much easier. The 4700 block always means its cross street is the same

In case the city decides to go to denser housing, they'll need the numbers. Seriously, it is happening here. The larger home lots are being rezoned down to ridiculously small plots so more homes can be squeezed in.
