Your on the net, why ask us?
Global warming in Wales sounds like a no go to me, I agree with you a Welsh subject could be much better, in fact when I was in school in Wales and had a Welsh lesson it was always conducted in Welsh.
Whats gone wrong with the system?
Now in answer to your question:-
Just type 'Welsh and English history' into your search engine, surf through that lot and make it your subject.
Make your speech based upon your own opinion based on whatever you find, and leave your own conclusion open to the listeners.
I am happy to learn you still have Welsh lessons at school and you should be very proud of your heritage, you could also type in 'Welsh Nationalists' and see what you think about that!
It's not a very popular subject right now, but my Grandad was one, just check it out for yourself, see what you think, then try to write your speech accordingly without any bias, and leave it open for the audience to make up their own minds!
Far more interesting than global warming don't you think?

It's a bit late, you should have asked this question when you were given it, not the day before it's due in.
