Bandwidth throttling is a pain. But with wireless, it's a bit easier. What I do with my users is to force them to connect at a slow connection. We all know 802.11b is 11Mb and 802.11g is 54Mb. Well... you should be able to limit the user's connection rate meaning that they don't have to connect at the full 11 or 54 MB. I make my users connect at 2.0 Mb. The average desktop only is using about 700 Kb of net traffic at any given time. This allows them to have a bit more while other users have the same ability as well. You might even be froggy and let them connect at 5.5 as well.
Remember, an AP is like a hub... shared bandwidth... not like a switch that has dedicated bandwidth per port.

You should set up your router to use WPA-PSK encryption.
If you post the make/model of your router someone can provide specific details. Basically this involves setting a passkey for your wireless network so that only those computers with that passkey are allowed access.
You may've heard of WEP encryption for wireless, don't use it; it's outdated and can be hacked in a matter of minutes.
