Some .NET programs will install without the framework. You will get an error message saying something about unable to initialize the application when you try to run it. If the installer is created with Microsoft's .NET tools, it should prompt the user to download the framework.

You may be prompted to download and install .NET 2.0. It shouldn't harm anything to install it.
