Have you gone to Tropi-Ties Swimwear yet? You can mix and match the sizes of tops and bottoms there and they also have a few suits in size XS. Check out their bandeau bikinis, which look really good on small chested women.

You can go to any site where they mix and match their bathing suits. Most places do simply because they know that we don't all come in the same size.
I really like Victoria's Secrets bathing suits. They have a lot of different styles and you can mix and match.
