I have just bought of EBay a two cd pack( i know ) on how to maintain ,repair, upgrade your PC etc to read for my own interest . On doing a security test i found two (hacktools) on one disc i have checked on them with Norton security system and they are a very low risk. One is the disc safe to use two would it be safe to use if i was not connected to the internet
Also when the disc was running i tried to remove them all that happened was the security warning change to advice
Help would be appreciated

While I applaud you wanting to learn more about your computer, you are a little late in asking for advice. This like asking if you should of locked your backdoor AFTER you have been burglarized!

It would be normal for those CD's to have malware on them. Two of the best antimalware products (free for home users) are in the links below. Use them to cleanup and then throw away those CDs. Even if you don't take my advice, please use Google to find 100's of sites with all the info you need.
Install Super Antispyware. Run it in safe mode. Allow it to quarantine whatever it finds.

I think the program on the cd thats causing trouble is netcat or IP Swiss army knife as they call it which is a network security tool in a way but can also be used to hack. Some AV and AS programs will pick it up as a security cracking tool or virus as it writes and reads information between networks.

So unless your going to try and hack with it, it is a completely safe tool, hope that ansers your question+)

No don't use them. I would er on the side of caution. Download the a2 free version and update it. Also download CC cleaner (free). Un-install the applications of your pc and reboot into safe mode no internet connection (usually F8) if not just unplug your internet cable before reboot. Once loged on run cc cleaner to clean out all internet and temp files. Run a2 deep scan. Delete / Quarantine files found. Once complete turn of system restore (back up first) as malware often lurks in there. Reboot. Turn system restore back on, and re-run a2 should be malware free. If you haven't installed anything still follow these steps, just ignore removing the applications stage.
