I think that this depends on the class. I teach philosophy classes and require attendance in some and not in others. For example, I do not require attendance in logic classes (I do, however, recommend it). I don't require attendance because logic is one of those things that "some" people can learn from a book. I have noticed, though, that there is a direct correlation between class attendance and final grade. On the other hand, I do require attendance in contemporary moral problems classes. This is because a big portion of the learning in this class comes from the in-class discussion. There is no way to "make-up" a discussion that was missed.
So, the answer to your question is: it depends.

Traditionally it has not been required, but if you don't, you are not getting the best value out of your education. You may be able to pass tests by studying outside of class, but the in-class discussions are at least equally as important. Those who don't want to attend classes should probably settle for an online diploma and relinquish their class space to those who could make better use of it.

Optional, but it's up to the individual professor to determine if your grade will suffer for it. Shouldn't have any other penalty other than your grade if you decide to skip class. College isn't mandatory here. So, attendance shouldn't be either. You're an adult now so you should be able to choose.

Only if they want to pass.
Do you want the surgeon who operates on you to cut class?
Do you want the accountant who does your taxes to cut class?
Do you want the architect who designed the bridges you drive over to cut class?
Do you want the engineer who designs the power plant in your town to cut class?
I'm not saying that students can't learn from books by themselves. I'm saying that if you want to be good in your chosen profession take the required education seriously.

your over 18...you pay for it...you should be able to do whatever the hell you want with it...i mean going to class is important to do well and know whats going on...but they should not force your attendance at all...its your option to want to fail...
