You'll need to head downtown, vampires tend to hang out in the music centre (I forget the offical name) bowling alley's etc. Head down during the nighttime and you'll eventually see a person with their head down, and their arm covering their mouth, walking. (you might have to travel to different places before you find them). Then talk to them as much as you can.
Go home and call them on the phone, and build a friendship. Then ask them on a date (they need to be the opposite sex, its automatic based on your character I think). Then start a relationship with them, marry and have select the vampire and choose bite. He'll bite your sim and she'll turn into a vampire.

There are two ways to go about this. One is to go downtown and wait around untill you meet a count/countess. I tend to find them at the little park (sunshine park or something) Just sit there untill you see one, then go up and start building up a friend ship. When you have to go back to your house, call them (durring the night) and invite them over. Build up your relationship high enough and they'll bite you!
Another way to do this is to visit a sight such as www.modthesims2.com. At this sight there are a couple hacked objects that will change your sim into a vampire.

The sim would automatically stop and cover their mouth with either their left or right hand or either go 'blah'.
