They are made bigger to accomodate maneuvering around in a wheel chair or a walker. Also , often time a handicapped person will need someone to help them on and off the toilet, therefore room for two people is needed. The toilet paper roll is placed so that they will not have to reach or bend , which could cause them to fall off the toilet. Handrails , toilet paper, the height of the sinks are all controlled by government regulations.

Need to make room for a wheel chair. Maybe the placement of the toilet paper is for those who can't reach very far.

1)They've gotta have SOME place to put the chair when they aren't using it,
2) Sometimes you need room for a personal assistant to stand by.

its kinda like a drive in theatre....
on disability you dont have money for many movies..

so they make these huge doors you can roll your
chair through to read the graffitti in the restroom
some of it is more entertaining than the crap we
see on the bigscreens
