Yes, when the people overwhelmingly agree that it should. By overwhelming, I mean they convince 2/3 of their congressmen, 2/3 of their senators, the President, and 3/4 of the state legislatures and governors.

It's amended fairly regularly. The last time was in the early 1990's when a 200 year old amendment covering congressional compensation was finally ratified. Before that, the last time it was amended was when 18 year olds were given the right to vote in the early 1970's.

The 14th amendment should be amended, or interpreted correctly. NO ANCHOR BABIES!

Actually, there was an amendment to make booze illegal and then there was an amendment that repealed that amendment (can't remember the numbers).

Also there were amendments regarding votes for women and slavery. These clarified the constitution.

Yes. When a new issue like child porn on the Internet comes up that the founding fathers didn't have to deal with way back then and a solution is needed.

yes!!! i think they should amend everything in the constitution that deals with the judicial process. the "guilty" have way to many rights...what about the victim???

When in the context of the Bill of Rights, yes. Our forefathers saw there were certain inalienable rights which were to be enumerated.

Freedom of speech, religion, press, voting for women, freedom for all (emancipation from slavery).

umm it has been several times womens right to vote civil rights maybe you need to read a book or two
