No not at all. Any computer, portable, desktop the lot can use wireless. I know from experience as the connection i am using to answer this question is a desktop wireless connection. The difference is that good laptops come with wireless built in. But most desktops do not, you will need to buy a wireless adapter (dongle, cos of the shape), most are for usb and cost around £20-30 GBP. or a card to fit inside your computer.

No. Most desktop PCs are equipped with wi-fi now, except most people just plug themselves in directly to the router since they don't move the PC around much.
