We put some anchors in the walls to hang some heavy pictures and when we took them down the anchors wont come out. Is there a way to get them out so the hole can be covered up?

put the screw back into the anchor half way, grab it with pliers, and yank it out.

Take a utility knife or razor blade and cut off the collar that's pressing against the outside of the wall and then push the anchor into the wall and repair the hole

Those things have barbs that expand inside wall, so there is no way to pull them out ever. What is done is that they are "punched" into the wall. That is driven into the drywall, then a small amount of filler drywall mud is used to seal over the hole and sanded a bit and repainted.

I usually use the corkscrew on the end of my pocket knife to pull them out.
