The 2 term limit is "2 consecutive terms". This means one right after another. Bill Clinton could run again, if he wanted to because someone else has served at least one term since his last term.

No, I don't think that's a good idea at all- sorry. Much as I liked President Clinton, we don't set precedents for the individual, but for the future. Conceivably, two men could use that power to alternate the presidency amonst themselves back and forth for life.

Bill Clinton would never win now. Times are too serious for such a frivolous man.
He could not win unless there was a strong third party candidate opposing the republicans. He never got more than 46% of the vote, you know.
