The beast is the evil that is found in every person. The entire book is suggesting that even when innocent boys are left without adults they will slide into evil. It's a statement that we all have 'the beast' within us, we all have evil within us and will, given no laws and no police, slide into an abyss of wrong doing, of evil, of sin. In that way, it's not a very positive book.
