Do you mean the neighbors in your apartment "building?" Contact your landlord immediately. It's a health issue & wouldn't the Board of Health like to visit your building? You pay rent & have a right to complain about their mess or anyone else's mess. Take pictures of the mess, it might come in handy if your landlord isn't concerned.
