i think u should be able to come to a conclusion yourself
take example the Alps in france /italy its not in an ocean and its not on the equator.
so by default and (also scientific proof) its a)along plate boundaries.
this happens when two plates of the same density collide ,as you know plates move by convenction currents in the mantle more specifically asthenosphere.the result of two plates moving in opp. directions results in fold mountains.
note that if 1plate is denser then the other subduction would occur.(the denser plate is oceanic crust)

Mountains are formed due to folding of tectonic plates (while other causes are hot magma pumping out like a puss from a wound, sorry for the bad example). Now, there are tectonic plates all over the surface of the earth. And 70% of earths surfaces is under oceans..so mountains are OFTEN formed in oceans. Mountains are also formed by erosion by winds leaving the hard parts and floods due to under water ocean currents.
