Please help me out. I have a 256 kbps connection....But the download speed is 3-4 kbps only....Thats ridiculous....What could be the problem ...please help...10 points for the best answer

Honestly, how fast you download is not only based on how fast of a connection you have.
Most likely the stuff you are trying to download is limited on the other end. If it is a file sharing program, it is slow because the other users upload slow.
If it is just downloading from websites, it could be that the traffic on the site is bad.
Try going to this site: http://www.dslreports.com
It has a bunch of tests you can run on your connection to tell you where issues might be and what to do to resolve them.

ok, u sounds like referring to a torrent program ...
if you are, at least do these:
1] enable protocol encryption
2] forward the port to your ip address (if u r using a router)
3] enable DHT
if u're not referring to torrent, measure ut speed on www.speedtest.net

if you have an internet based connection (IE Juno, netscape) then you do have a faster "internet surfing" speed than you have a downloading speed. its the same as dial up!
