Yep. Originally known as "Fish Hippos," they began playing shows all around Omaha, NE, in pubs, bars, and school talent shows. In 1990, singer Nick Hexum became tired of the band's name and wanted a new one. He found one when guitarist Jim Watson was arrested for indecent exposure after skinny dipping in a local pond. When Watson was taken home to his parents, the arrest warrant had the police code 311 on it, and the name stuck.

yes from what i hear, its true. but take a closer look at the bands logo. the numbers 311 form the word BUD (as in marijuana). I have also heard an even more ridiculous claim that the numbers represent letters of the alphabet. 11th letter is K and 3 K's are...
