Because the official policy of the United States towards Cuba is one that involves the elimination of its socialist government. Cuba serves as a model for a great many Latin Americans (hence the popularity of Che). You may think that's weird, but compared to, say, poor Brazilians, Colombians, or Peruvians, the Cubans are way better off--they have free education and health care for all, there is virtually no violence, and there are no homeless people and children living or begging on the streets.
America finds this threatening to capitalism. Since Castro took power in the 50's, the US has systematically tried everything from disastrous invasions (The Bay of Pigs), failed assissinations of Castro, pro-capitalist propaganda campaigns and economic sanctions, all intended to weaken Cuba and support for the revolution.
It's worked to a point, and they are trying to gather more anti-Castro support in America to push for the end of socialist Cuba. When Castro re-nationalised the main industries of Cuba, the oligarchy mainly ran away to the states (ie. the Bacardi family) and formed the powerful anti-Castro Cuban lobby. They are only too happy to add more refugees to their ranks.
As for Haitians, unfortunately, their attempts at revolution have not been so durable or successful, so they don't really threaten Uncle Sam. Besides, there wasn't as much American business lost in Haiti. I think America still gripes about having their rich, corrupt industrialists (mucho mafia!) kicked out of Cuba.

Cubans are coming for political reasons mostly, from a horrible 48 year old brutal dictatorship remaining from the Cold War, in which the entire population is capture in a gigantic gulag:
-There is NO freedom of expression (you go to jail for a long time if you just speak against the gov) no criticism is allowed!
-No freedom of assembly (there are "comites de defensa de la revolucion" in every block, aka goverment people living in every neirborhood spying on all the neighbors to see if people get together and would call the thug police and arrest you!!
-no rights to property for no one, "daddy castro" owns everything under the pretest that it is "for the people", but the reality is no one can own anything except the gov.

Because the Cubans, who reside in great numbers in S. Florida, have great political clout and as a voting bloc are a force to be reckoned with, whereas the Haitians are an impoverished people with no rights or political lobby. To answer the second part of your question; Whiteness in Cubans has no validity as an argument because many, many Cubans are ***** or of a Spanish ***** mix.

Maybe. But I think is because Cuba is communist but I detest this rule. Cubans should be treated all the immigrants that come here, no special treatment. As Chris rock said about Elian Gonzales "if he had been Elian from Haitit we wouldn't have even heard about him".

Actually it's the same answer to the question why did the United States allow so many European immigrants into the country 100 years ago. Too many dark applicants nedding to get in but only white or light need apply.
Did you know when they let them in as refugees they would actually screen the dark skinned Cubans to make sure they were actually Cuban and not Haitan or Dominican back in the day. If that's not racist.

Because Haitians are not prevented from leaving Haiti by their government - they are free to leave if they choose. That's the difference, not your idiotic "whiteness" factor.

um- I just watched 150 Hatians get off a boat in Florida this morning on the news and our officals were giving them blankets and shaking thier hands- that doesnt seem to me like they cant stay.

Clogging up Medicare.
I think Immigrants should only be allowed to go to school here,then send them HOME to help build up their own darn Country and Community with the education they have recieved here.. Crowding America is not the answer to your freedom,Educating yourself and returning to lift your country out of its 3rd world status is.
