If you have cable connection and are trying to download at peak times of usage say in the morning or at around five or six in the afternoon then the lines will be busier slowing down your speed. Cable is bad for that because it has a shared network. HSI through Embarq is a great way to eradicate that problem because its lines are dedicated and run directly to the main hub. HSI is the way to go, and you can get 1.5 M for probably the same price. If you have HSI already then you need to call tech support. Then again it could be your computer. Have you been checked for viruses?

Download speed is not just a function of modem speed. The web site you are trying to connect to may be busy, and not have high bandwidth. The display of 100 mpbs only means that your hardware can receive at that speed, but the actual speed is a function of the service provider. After trying the re-config suggested in one of the other answers, you may want to call your service provider. It has been my experience that they will take the time and help you through your problems.

You might be connected to your LAN network or the router at 100 MBps, because your network/router can communicate with your COMPUTER at 100MBps. However, that does NOT reflect your INTERNET speed, which can be 256 kbps if that's what it is.

Honestly, we would have to know a little bit more.
The reason why it says you are connected at 100Mbps is because that is the data transfer speed of the router or hub you are connected to.
That router or hub is also probably the reason your connection is slow. Multiple users on the same internet connection will slow the whole thing down.
What is the speed of the internet connection you are supposed to have?

you are connected to the other computers in the network at 100 mbps, but your actual internet connection could be going that slow for hundreds of reasons. try scanning for spyware or something to increase the internet speed

256K isn't that fast--only 4.5 (roughly) times faster than a 56K dial-up connection. And that 256K is the maximum speed you'll get, not guaranteed/actual speed. Also, that 256K is probably for downloads only; uploads are most likely much, much slower.
The 100mbps speed is only within your internal network, say, from your PC to the router/modem. The bottleneck is your Internet speed.

don't do that. the download speed could be affected for a number of reasons. check automatic updates to see that it is not running. if you see a little yellow shield down by the clock, it is. this is the most common reason internet connections get tied up.
