How can we accertain if the bottle of chloroform kept for a long time is still usable? We will know milk is bad when it's curdled and smells bad....but how are we to know if the chloroform is still ok for usage?

You shouldn't smell chloroform because it could make you pass out. However, you should check for an MSDS on the internet. Also check the bottle, if there is no expiry date, it is your choice to dispose of it (safely, of course).
I suggest http://www.msds.com/ you will need to refine your search beyond just "chloroform".

run an NMR of it. That will tell you how much water is in the chloroform. Normally you buy a jug of it and use it until it's gone. There really isn't an expiration date on it. Also don't inhale it. Remember it used to be used as an anesthetic.

chloroform do have expiry date. The only way to determine stability is by determining the age of the material by the lot number or date marked on the container.

All containers of any chemicals should have an expiration date. If there is no expiration date on it, it is probably no good.

Yep the same thing - smell it and if it smells bad, then throw it away :)
