Hotel front desk manager requires us to wear a white top with a scarf wrapped around and tied in a floppy bow and a red vest and skirt. This is a new uniform as of Monday. Does this sound old school or is this a new fashion?

There aren't really any "fashion rules" in the real world, that's high school stuff! That type of blouse is a classic and will always be "in style". Especially in a work environment!

Its not really a new fashion. It has been around for some time, but in the hotel business it is not considered old school. It is something that is still done today in many hotels. They tend to go with this sort of an idea because it makes the employees that the customers interact with and get their very first impression off of look more professional and friendly. I have been to many higher class hotels and this seems to be a running uniform. Well....either this or business suits.

I don't think that is old school, the term you want to use is "professional". supossedly for them, but you just have to get used to it
