You can show up at any of the major rental car companies (Enterprise, Hertz, Dollar Rent-A-Car) with a check card. However, you will probably be charged for the duration of your rental period before you take the car from the lot. In other words, if you don't have a credit card, they'll want the money up-front.
You're at a bit of a disadvantage when a dispute arises. Say you have problems with the car, or you need the car for longer than the stated duration of the rental. They're more likely to just take the money out of your checking account that they want, and it's harder for you to dispute charges coming directly from your checking account.
Your best choice is to ask for the cheapest car they have. Unless you have a need for a van, SUV, or pickup, call them and reserve a cheapo. They may try to upsell you for a couple extra bucks, refuse that. Chances are that car that your, yes, reserved, will not be available. In this case, they have to upgrade you for free, since the price has already been negotiated.
Finally, and this is important, they'll take you around the car and you will both look for dings, scratches, etc. They'll mark them on a sheet to document that you didn't cause them. Take an extra step, as I am about to describe.
They've kept you waiting, then they won't be able to find you your car, they'll try to get a little more out of you, and as you've refused they should upgrade you for free. They're already wasted your time, and then they go outside for the 'walkaround'. Pay attention, this is important.
You'll want to leave immediately, but don't. They will not bend over and look at the chassis and the bottom of the car. Set aside 7 minutes of your time to lay down on your back, since they won't, and look at the chassis and the lower portion of the body. You can't see damage here while you're standing, and you need to be able to pick out damage to the bottom of the car.
Otherwise, when you bring the car back, a mechanic will definately stoop down, look at the undercarriage of the car, and charge you several hundred dollars for damage you didn't cause. If you paid with a check card, they may charge you for this without your knowledge.

I just used Budget last month I didn't need a credit card just a debit card with a visa logo on the card. You must be over the age of 25 yrs and I would make sure you have someone to drive your car home. The car rental companies do not let you keep your car on there properties anymore(well at least in my area they don't).

Most of them actually. I know Budget and Enterprise for sure. You have to be over 25 though and have a debit card with a visa or mastercard logo.
