you could tell her, that maybe next time she could come to the door and ask if its ok to pick them. Since they will Bloom again, i wouldn't be too mad, but it would be nice if she would ask first.
this will also teach her to respect other people things. without scaring her to pieces.

I explain that my garden is not a public garden and request that in the future she allow the flowers to remain on the bush for everyone to enjoy, instead of a single individual for no more than a week.

Tell her what she did was wrong and that the roses were not hers to pick. Then say it was nice of her to do that for her teacher.

If they are growing on the outside of your fence *near the sidewalk* then you cant say anything~
If they where in your yard then you could ask the child to leave and not pick them again or come back on your yard~
Children are curious and if you say something to them they are going to think your the monster of the neighborhood; unless that's what you want~
I personally wouldn't say anything and move my flowers to another part of the yard~

"NEXT TIME HAVE YOUR MOM BUY YOU ROSES OR I WILL CHARGE YOU FOR PICKING MINE"
If you don't say anything it will continue to happen and its so rude how parents cant teach there kids better manners.
I went outside to start my car in the morning and this girl was walking her dog on the side of my home.I politely told her to please pick up after her dog,I told her to tell her mom to teach her where the proper place to walk a dog would be.It has not happend again.

Calmly call her over to the door, then grab her ear and demand her mother's telphone number. At this point, she may wriggle around and seek escape, but you are crafty with your roll of duct tape.
