i need to start planting flowers ,outside for the summer,when is the best time to start?

Not knowing where you live, I strongly suggest waiting until after your average frost free date to put in annuals. Some perennials can go in now, and if you are planting summer blooming bulbs like day lilies or gladiolas, they can go in now.

Ask at a local garden center.

Depends on where you live and what you want to plant but now is planting time. Depending on whether you are planting a spring-like plant or a hearty summer plant whether you plant now or later. You can plant flowers at anytime of the year, but only purchase plants or seeds that are applicable to your season.
If you visit your local Garden Center they should have plants available to suit your season and climate and give you some tips on planting and fertilizing.

When all dangers of frost and freeze warnings are gone. If you plant a lot of flowers it can be quite challenging to cover them up and if they do get frost or a freeze when young, it can really stunt their growth.
