can i integrate in my website--a feature where people can check availability of domian names on my website...does my website have to have any server technology..i'm a malaysian...so whom do i approach to get approval to do this....is there any corporate or government body that i have to approach

Typically you will need to signup with a domain name registrar and they'll give you some links using which you can re-brand the domain search tool with your own logo and name.

You may not require any server side coding if the domain registrar is providing you with the tool..however if you need to have your own code using only the registrars API then you will need server technology.

As far as doing this in malaysia - please check with your local government policies. In India we dont require any permissions - so I'm assuming its the same case in Malaysia too.
