Overall the best neighborhoods in Bucks County are in the Council Rock, Central Bucks and New Hope-Solebury school districts. (But they are also mega-expensive - about $400,000 is pretty much the starting price for single family homes). Another nice but not so pricey area would be the Neshaminy School District.

If you can afford to live (avg home price: $400- $500 thousand) in any of the towns which are served by the Central Bucks and Council Rock districts, they are also quite safe.
If that's too pricey head for Neshaminy or Centennial districts (avg high $220s- $300). There is slightly more crime though.
