The most important thing you must determine is whether you are allowed to have your wedding in Boracay. I understand that Roman Catholic Filipinos are not generally allowed to marry outside of a Roman Catholic church building. This does not generally mean you cannot have a Boracay beach wedding ceremony; it just means that this particular wedding ceremony will not be recognized by the Philippine Roman Catholic Church as a valid wedding ceremony. You can have a wedding inside a Roman Catholic church so your union will be recognized by your church, then have this beach wedding as well. Assuming you are not Roman Catholic, then there shouldn't be any real problem staging your wedding in Boracay.
The most romantic beach wedding possible I've attended was on the Philippine island of Amanpulo. Of course, that family was flush with cash, so they could easily pick up the US$600/night tab. If you're flying in your Guests, you should expect to spend anywhere from PHP4,000 upwards per Guest. (Roundtrip airfare from Manila at PHP2,100, then cheapest accommodations at P500/bed at one of these hole-in-the-wall resorts, multiplied by three nights; if you go for an air-conditioned room, something absolutely necessary given Boracay's summer heat, you may expect to spend around PHP7,000/head for three days.)
Total it conservative at P280,000 just to get your party in.
Many Boracay resorts offer assistance with wedding ceremonies. There are obvious advantages to beachfront resorts like Serendipity Resort, Boracay Sandcastles, or Villa Sunset Boracay, which allow quick and easy access to the beach. However, going with a relatively quiet, off-beach resort, like the Paradise Garden Resort, for instance, can also offer logistical advantages in terms of privacy and peace and quiet.
Like any wedding, you'll want to find out which resorts have excellent reputation for quality food and service. Online, Boracay Sandcastles seems to have the best reputation for beach weddings, having a great relationship with Kasal.com, followed by Friday's Boracay.
The wedding itself shouldn't be too costly, given it's a party of 40. Invitations, dresses, and the whole hooplah shouldn't carry over to more than P200K, Pending further discussion, I would say P450K is a very safe ballpark figure, if you're spending for EVERYTHING. If not, I think it's possible to stay within the range of P200K.
