like windows safe mode?

I don't know why you would. windows Safe mode is for repairing windows. there isn't anything "safe" about it. it's used by us to fix your computer when it breaks.

running the computer in default or normal mode. is just as safe as "safe mode".

if you don't want to be on the lan at a wifi spot then don't connect to the network. or use a "firewall". that blocks outside access to your computer with out your approval.

Safe mode will not load most of the OS drivers or startup progeams. So, the effect it will have, is not connect to the Internet.
