Change your wireless I.P. address and change your SSID name. Then set it to not broadcast your SSID. Set your channel to 1 or 11 so it won't interfere with his/her default of 6.
Do these things as a minimum. You can also set up security settings.

In your router's WiFi setup, choose a different Channel.
If he uses Channel 6, try Channel 2 OR channel 11.

Both of you are probably on the same frequency or channel so if you change them you will be ok

Take the wire cutters from your toolbox and clip the incoming phone line to his house. But be smart, do so in a place where it takes them a LONG time to find and you'll have great service while they are troubleshooting his problem.
