If everything paused, and everything in the Universe was stopped an unchanging, does that mean that time would be taken out of the equation altogether? Are there any theories to measure time when time=0 because of change=0 and because time is a measure of change?

I hope this makes sense, I get that it's a moot point because if it stops we wouldn't know or understand, but still, I'm curious if there's any theories for this.

Brian Greene cover that point in his "The Fabric of the Cosmos" book. Part 2 is about time, the flow of time and the arrow of time. He states that none of the formulas to deal with relativity or with quantum mechanics have anything to account for time moving forward.
He also theorizes that what we feel as time is just the natural progression of lower entropy to higher entropy, the point of lower entropy being the "big bang".
So, if nothing changed, there would be no move from lower entropy to higher entropy and, thus, no flow of time.

interesting. i suppose u r right, if time is 0 chane should be zero, because every change that happens happens over time.

Short answer: NO

Long Answer: There will always be change (movement) in the universe therefore time will exist always.
