He called at like 8pm, I called back yesterday at about 130pm...when should I call back & what time?

In the Morning around 9 am is a good time to catch him because he should be in his office or in the building.

Why did you miss it? Take charge and get through to the principal for your kids sake...He may be taking it as you are not an interested parent.
