I would say the crowd in that age range is typically found at The Bellagio in their lounges/bars, The Venetian, and The Paris.
Las Vegas is only really aimed on those over 21+ and they don't focus on any age group parse'. Casinos like MGM, The Palms, Mandalay Bay tend to attract the younger crowd.
If you are looking for specific places I will be happy to list my picks going by my eyes only:
Tao (it has people of all ages attending. however their dress code tends to bring more older people in)
Times Square Bar at New York, New York
Flix at the Bellagio
Have fun. Keep your eyes open and check the crowds. You will see where those of your age group flock to.

ANY place that isn't aimed at kids or families (Circus Circus, Excalibur). Head downtown to Fremont Street and the Golden Nugget. The Bellagio has a really nice bar, the Petrossian, just off the casino floor. Fontana at Bellagio is also nice.

There is no place like the Wynn. It is a spectacular hotel both inside and out. I can't say enough about the Wynn Dream Bed either!!
