The shirt is probably mexican from the 1970s. It appears to be a synthetic (nylon? polyester?) that has yellowed, and is trimmed with yellowed nylon lace.

I'd like to whiten this shirt without bleaching the bright (cotton?) embroidery on it.

Is this possible? If so, how do I do it?

Soak it in Biz Activated Non-Chlorine Bleach overnight, launder it in cold water with your normal detergent and add a couple of drops of Mrs. Stewart's bluing for extra whiteness. Neither of these products will damage the fibers no matter the content. The non-chlorine bleach will take the yellow out of the fiber and the bluing will make the white eye poping.

Here is this tip that requires no extra degergent or anything

Put your The shirt in your washer and load it ( make sure it is hot water) and put 1/2 cup of soap and let it fill up and put just 3 small swigs of bleach into the washer and let it soak up 2 hours before rinsing it out because there is soap in there the bleach won't have an adverse effect on the yellow fabic and it will come out clean if it is caked on yellow you will mostly likely need another wash but wait a week for that to happen so that you do not wash the fabric to much since it is a vintage piece but a dedicated one. Hope this helps any and good luck with your vintage shirt

just use the good old fashioned soap bar for washing clothes. Soak in cold water give a rub with the soap then wash , still by hand and using cold water . Rinse well then hang outside in the sun , the sun will do the rest by bleaching out the stain the natural way

I'm not entirely certain you can actuall whiten yellowed synthetic fabrics, but try Oxyclean...it's worked every other time I've tried it.
