The answer is two fold.
First is POLITICS
example: The U.S. and the U.N. provided more than adequate food for the starving people in Ethiopia but the tyrants running the Slaughter there refused to allow delivery of the food. Instead, they confiscated the food and sold it to buy weapons and support an increase in their efforts to destroy their population.
Second is MONEY.
Nothing gets done unless some money changes hands somewhere. (Volunteer efforts not withstanding.)
Then we must examine the reality of overpopulation.
People should be responsible for their own children. WHY have more children when you KNOW you can't support them?
It seems the human race wants to run evolution in reverse!!! Those with the least survival capacity and lowest level of intelligence have the most children. Is it time to cull the herd? (Heaven forbid!)

Very good question!!!
You are correct in your statement that the capability of feeding the world is a real and attainable goal. The issue is not a lack of food or over population.
The areas of the world that have populations starving are controlled by governments that are corrupt and/or unwilling to work cooperatively with others to feed the starving.
There have been multiple attempts by other governments and charitable organizations to assist these regions with this issue and nearly every time these attempts fail due to corruption and internal wars within the countries involved.
There are many African regimes that can be pointed out as great examples. North Korea is also an excellent example where the population starves while a corrupt government stays in power.
Have a good day.

6. Some Humans are intrinsically immoral. There is one block in the funnel that the world needs to break down that does not allow the food to get to the people. That block is caused by greed by the leaders of the starving people. The world is willing and able to feed the hungry.

6. Other, Greed and Distribution are probably the biggest factors. When someone tries to assist another nation, or even an area within its own borders, a small percentage of donations go into the cost of getting the food where it needs to be (distribution). However, when high officials see large groups of money, they will find ways to funnel as mcuh as possible into their own pockets (Greed). Unless greed is eliminated, there will always be hungry people out there somewhere. Cheers!

There is no Surplus Food anymore! Big Corporations shut down most American Farms, making it tooo high for the average person to maintain one. Other countries cannot feed their own due to wars, tribalism, Communism! It is stupid, Not to maintain your own farms, when you trust your food supply coming from nations that hate you, that are dictators from the UN!
5.) All of the Above

Largely you will find that starving people live in countries with tyrannical leadership. Nations with socialism/facism/communism as forms of government do not care about their people.
People starve because thier leadership keeps food from getting to them. Period.
